The event was attended by the head of the observation mission, Markus Ritter, EU representative in Armenia Vasilis Maragos, Deputy Minister of Defense of Armenia Hratchya Sarghsyan, and Tavush Governor Haik Ghahramanyan.

Additionally, on February 20, a new European mission consisting of 100 personnel was deployed in Armenia with a two-year mandate. The official purpose of the mission is to promote stability in Armenia's border regions, foster local trust, and create a conducive environment for efforts aimed at normalizing relations between Armenia and Azerbaijan.
