State Treason and Disclosure of Secrets: The Case of Tevanyan and Manukyan in Court

The criminal case against Aregnaz Manukyan and Andranik Tevanyan is being processed in a single proceeding, having been submitted to court on August 24. It was assigned to Judge John Hayrapetyan of the Yerevan First Instance Court of General Jurisdiction.

Both individuals have been placed in custody as a preventive measure.

According to the indictment, Andranik Noriki Tevanyan is accused of committing offenses as specified in Part 1 of Article 418 and Article 426, Part 1 of the Criminal Code of the Republic of Armenia. Aregnaz Gurgeni Manukyan is accused of committing an offense as defined in Part 1 of Article 427 of the Criminal Code.

Article 418. State Treason:
1. State treason, which includes switching sides to the enemy, espionage, the transfer of state secrets to a foreign state, a foreign or international organization or its representatives, creating conditions for such persons to become acquainted with that information, or providing assistance for conducting hostile activities against the Republic of Armenia, is punishable by imprisonment for a term of fifteen to twenty years, or life imprisonment.

Article 426. Publication of information containing state secrets by an individual who has unlawfully obtained them.
Article 427. Publication of information containing state secrets:
1. The publication of information containing state secrets by an individual who had the right to access such information, provided the characteristics of the crime specified in Article 418 of this code are absent, is punishable by restriction of liberty for a term of one to three years, or short-term imprisonment for a term of one to two months, or imprisonment for a term of one to four years.
