Arpine Sargsyan emphasized that promoting the educational component is a key direction in shaping a safety culture. She noted that the goal of the proposed reforms is to increase the level of road traffic safety by creating an educational system that ensures the transfer of knowledge necessary not only for passing the theoretical exam but also for instilling safe and responsible behavior in future drivers.
