Peace Treaty, Open Border with Turkey, New Relations with Russia: The Government's New Program
The government of Armenia plans to continue its "balanced and equidistant" foreign policy in the coming years. This is stated in the draft of the government program, which will be presented at a government meeting.
Institutionalization of peace with Azerbaijan and the border delimitation process. The government will continue its work to sign and ratify the agreement on the establishment of peace and interstate relations between the Republic of Armenia and the Republic of Azerbaijan, continue the state border delimitation and demarcation works with Azerbaijan, and enhance contacts and bilateral trade between the civil societies and business communities of Armenia and Azerbaijan.
Enhancing the process of normalizing relations with Turkey. Efforts will be made to establish diplomatic relations between Armenia and Turkey, open the Armenia-Turkey border, and launch at least two modern checkpoints, as well as to restart and expand transport, energy, and digital infrastructure, boosting bilateral and multilateral trade.
Deepening strategic relations with Iran. Maintaining active political dialogue with Iran and expanding trade-economic ties are among the priorities of bilateral relations. The deepening of energy cooperation with Iran, development of border infrastructure, and expansion of communication routes via Iran (North-South, Persian Gulf-Black Sea) will continue.
Deepening strategic partnership with Georgia. The consistent implementation of the declaration on the establishment of strategic partnership between Armenia and Georgia will continue, creating mutually beneficial new opportunities for the development of political, trade-economic, energy, and transport cooperation, as well as regional and joint infrastructure projects.
Deepening strategic partnership with the European Union. Development of strategic cooperation sectors and integration with the EU will continue, including the full and effective implementation of the Comprehensive and Enhanced Partnership Agreement, as well as aligning Armenia with EU standards in democracy, rule of law, economic, financial, environmental, and social areas based on the law on the commencement of the process of Armenia's accession to the European Union in 2025. The program for visa liberalization for Armenian citizens aiming for EU entry permits will be brought to completion.
Deepening strategic partnership with the United States. The bilateral partnership based on the comprehensive strategic partnership charter between the Republic of Armenia and the United States will deepen for the benefit of both states and expand cooperation around a wide range of issues of joint priority. Sectoral cooperation with the USA will continue, based on the memoranda of understanding signed in August 2025 between the US Government and the Government of the Republic of Armenia, as well as the charter of comprehensive strategic partnership between the Republic of Armenia and the United States. The TRIPP project will be implemented by at least operating energy and railway infrastructure, integrating Armenia into regional major infrastructure projects.
Deepening strategic partnership with France. The Armenia-France cooperation will be elevated to a new qualitative level, particularly in the areas of political, economic, security, cultural, educational, and decentralized partnership, institutionalizing it based on the joint declaration on the establishment of strategic partnership signed on May 5, 2026.
Transformation and deepening of partner relations with Russia. Dialogue aimed at mutually beneficial multi-sector cooperation with the Russian Federation will continue, focusing on transforming, developing, and deepening relations in the context of a balanced foreign policy and establishing peace in the region.
Deepening strategic partnership with China. Continued implementation of the agreements reached during the meeting between the Prime Minister of Armenia and the President of China on August 31, 2025, will occur, and cooperation will develop in the areas outlined in the joint declaration to elevate Armenia-China relations to the strategic partnership level.
Deepening partnership with India. Active work will continue to develop cooperation in areas of mutual interest, including economic, defense, transport, cultural-educational, healthcare, information technologies, and more, aiming to elevate the Armenia-India partnership to a qualitatively new level.
Further deepening of relations with other strategic partner states. Strategic relations established with the Netherlands, Kazakhstan, Germany, Luxembourg, the United Kingdom, Bulgaria, Croatia, and Lithuania have outlined key sectors of mutual interest around which further work is crucial for Armenia's development. Efforts will continue to expand the number and geography of strategic partners.
Expanding effective cooperation within the EAEU framework. The effective application of the procedures stipulated in the EAEU agreement is crucial for the future and further development of the union. Efforts will continue to ensure the full and uninterrupted guarantee of fundamental EAEU freedoms: the free movement of labor, services, goods, and finances, as well as developing relations with member and observer countries.
Promoting a future-oriented agenda on multilateral platforms. The Republic of Armenia will continue to be an active member of the UN and its specialized agencies, the Council of Europe, the OSCE, the CIS, the International Organization of La Francophonie, and the European Political Community. Armenia has also become a member of the Peace Council initiated by US President Donald Trump and will continue its work in this format. The government will work towards membership in the Shanghai Cooperation Organization.
Efforts will be made to develop relations and establish new relationships with Middle Eastern and African countries. To best serve the interests of the Republic of Armenia and deepen partnerships, the government will continue its policy of gradually increasing diplomatic presence in foreign states and international organizations.
