Nagorno-Karabakh Republic to Cease Existence from January 1: President Signs Decree
The President of the Republic of Artsakh, Samvel Shahramanyan, has signed a decree regarding actions in response to the situation created after September 19, 2023.
According to the decree, due to the severe military-political situation and prioritizing the physical safety and vital interests of the people of Artsakh, and considering the agreements reached through the mediation of the command of the Russian peacekeeping forces with representatives of the Republic of Azerbaijan, it has been agreed to ensure the free, voluntary, and unobstructed movement of the residents of Nagorno-Karabakh, including disarmed soldiers, along the Lachin corridor with their belongings, guided by Article 93 of this law.
The Constitution of Nagorno-Karabakh has determined the following:
- All state institutions and organizations subordinate to their jurisdiction will be dissolved by January 1, 2024, and the Nagorno-Karabakh Republic will cease to exist.
- The population of Nagorno-Karabakh, including those residing outside the republic, will get acquainted with the reintegration conditions presented by the Republic of Azerbaijan after the entry into force of this decree, in order to make an independent and individual decision regarding the possibility of remaining (or returning) in Nagorno-Karabakh in the future.
This decree shall enter into force immediately upon publication.
