Pashinyan on Azerbaijan's Demand to Amend the Constitution
We already have an agreed article stating that "neither party can cite its internal legislation as a reason for failing to fulfill obligations under this agreement." This was stated by Armenian Prime Minister Nikol Pashinyan in response to a question regarding Azerbaijan's demand to amend the Armenian Constitution and the peace agreement.
“We already have an agreed article that states that ‘neither party can cite its internal legislation as a reason for failing to fulfill obligations under this agreement.’ In another section, it is recorded that Armenia and Azerbaijan recognize each other's territorial integrity, do not have territorial claims against each other, and commit to not raising territorial claims in the future as well. Therefore, we consider this issue resolved within the framework of the agreement,” Pashinyan stated.
Pashinyan also quoted another section, noting that “Article 5, Clause 3 of the Armenian Constitution states that ratified international treaties have priority over internal legislation.”
