“We cannot restrain those people who wish to leave Artsakh for Russia. We are working with our Azerbaijani partners and neighbors to stabilize the situation in Artsakh, to strengthen trust there, to resume normal life, and to create conditions for the joint life of Armenians and Azerbaijanis. I hope that Yerevan will also be interested in this issue and will make efforts towards it,” he said.
