Clarification on the State of Martial Law in Artsakh Since 1992
President Arayik Harutyunyan of the Republic of Artsakh did not declare martial law today. It has been in effect since 1992 and was extended automatically until 2005. Since 2005, martial law has been in effect indefinitely,” clarified Lusine Avanesyan, the press secretary of the President of Artsakh, in a conversation with Sputnik Armenia.
The law on martial law allows the president to impose restrictions based on the situation in the country.
It is worth noting that President Arayik Harutyunyan signed a decree regarding the conditions of the declared martial law in the territory of Artsakh. According to the decree, during the period of declared martial law in the territory of Artsakh, the following restrictions are imposed:
- Restriction of the right to freedom of assembly.
- Prohibition of strikes and other measures that suspend or halt the activities of organizations.
- Suspension of the activities of organizations engaged in propaganda and other activities directed against the defense and security of the Republic of Artsakh.
The responsibility for ensuring the temporary restrictions on rights and freedoms established by this decree rests with the Ministry of Internal Affairs of Artsakh and the National Security Service of Artsakh.
