According to preliminary data, the incident took place between 2008 and 2010. This was stated today by the head of the Special Investigative Service, Sasun Khachatryan, during a conversation with reporters, as he addressed the controversial video showing police extracting testimony through violence.
"At that time, the article providing responsibility for torture had not yet been adopted, therefore, even with a strong desire, we could not have initiated a criminal case based on that article," noted the head of the Special Investigative Service. He emphasized that the case would be fully uncovered.
