Without a referendum, Tigranashen cannot be transferred to Azerbaijan: Gohar Meloyan
Candidate for parliamentary member from the "Strong Armenia" party and constitutional lawyer Gohar Meloyan addressed the issue of the status of Tigranashen and its transfer to Azerbaijan on her Facebook page.
She noted that according to the law on the administrative-territorial division of the Republic of Armenia, Tigranashen is a settlement of the Republic of Armenia and is included in the Ararat community of the Ararat region. Meloyan stated that even with the legislative amendments made in 2021, Tigranashen has been included in the larger Ararat community.
"This means that this government has legally recognized Tigranashen as an inseparable part of the territory of the Republic of Armenia," she wrote.
The constitutional lawyer also pointed out that during the elections held on June 7, 2026, 13 out of 50 polling stations operated in Tigranashen, and residents have documents provided by the competent authorities of the Republic of Armenia, including property certificates.
Meloyan also referred to Article 205 of the RA Constitution, asserting that issues concerning changes in the territory of Armenia should be resolved through a referendum. "Therefore, without a nationwide referendum, Tigranashen cannot be transferred to Azerbaijan," Meloyan stated, asserting that any such action without a referendum would be illegal and unconstitutional.
