The former Prime Minister of Artsakh and former Human Rights Defender Artak Beglaryan has written: "Is the Armenian government planning a mass exodus of Artsakh residents from Armenia, since the approved program provides housing for only 10,000 families over the next five years?

Look at point 7 of subsection 4 of Chapter 5 of the government program: 'The housing program for 10,000 families displaced from Artsakh will continue.' When the housing program was approved for 2024, it was announced that it was meant for about 25,000 families. Now, roughly 4,000 families have benefited from the program, and during the elections, when such a provision was included in the election program of the Civil Contract party, around 2,500 families had benefited.

By the way, the duration of this housing program is also set to end by 2028, that is, in the middle of the government's program period. Now a legitimate question arises as to what fate awaits the remaining 11,000-12,000 Artsakh families out of the 25,000, if the government does not plan to provide them with housing—contrary to the authorities' loud assurances. Is the plan to encourage emigration, or to withdraw from assumed obligations, or perhaps to allow a portion of the Artsakh people to return to their ancestral homes?"
