Changes in the Housing Support Program for Displaced Persons from Artsakh, Says Torosyan
“Changes will be implemented in the housing support program for citizens displaced from Artsakh,” stated Arsen Torosyan, the Minister of Health of the Republic of Armenia. He noted that the draft amendment to the Government's decision is available on the e-draft.am website.
“So far, about 5,700 certificates have been issued, and nearly 2,600 have been utilized. These numbers are increasing daily, which indicates that we are gradually addressing the housing needs of our compatriots, gaining momentum every day. However, we also hear our compatriots—both during official meetings and in our daily work. This program is subject to regular changes to solve issues that we did not initially foresee. Among them is the issue of divorced citizens who were unable to obtain a separate certificate, and with this decision, we will try to address this. We are providing greater opportunities for the use of positive balances, including reconstruction in the region and the possibility of constructing new buildings on new plots.
We are allowing the inter-agency commission to demonstrate the circumstances of having (previously having) residential space in certain cases, which could not be proven by cadastral documents. We will also provide the opportunity to merge certificates when there is an already issued certificate and another family’s certificate can be combined to address housing issues,” Torosyan stated.
