If the Agreement Contradicts the Constitution, Amendments Will Be Necessary for Achieving Peace: Pashinyan
The peace between Armenia and Azerbaijan is just an outstretched hand away, stated Prime Minister Nikol Pashinyan during his speech at the UN General Assembly.
"We are ready to sign a peace agreement with Azerbaijan right now, which is 80% agreed upon. The agreed provisions of the agreement include establishing diplomatic relations, refraining from the use of force and threats of force, and having no territorial claims against one another," said Pashinyan.
According to him, if there are laws after signing and ratifying a peace agreement with Azerbaijan that can theoretically be interpreted as containing territorial claims, those laws will be subordinate to the Armenia-Azerbaijan peace agreement and will automatically lack legal force.
"After signing the peace agreement with Azerbaijan, we must send it to the Constitutional Court. If the Constitutional Court decides that the agreement contradicts the Constitution, then we will face a situation where constitutional amendments will be necessary to achieve peace," Pashinyan announced.
