"Evidently, the president of Artsakh who signed the capitulation agreement, donated all military equipment and arsenal to the adversary, and contributed to the attempt to drag Armenia into war, along with his officials, is first lamenting that they do not receive salaries in Armenia, and then speaks about launching some institutions within the Republic of Armenia. Who is Samvel Shahramanyan to sign a decree in Yerevan? In Yerevan and Armenia, only and exclusively the decrees and decisions of the legitimate leadership of the RA are valid. Power in the Republic of Armenia belongs to the people; the people have elected their legitimate National Assembly, their Prime Minister, and established institutions, and that’s it. There is one power in Armenia, and that power is the legal power of Armenia. Any initiative that contradicts this or fights against it will be considered anti-state activities, declared outside the law, and will face the strictest measures from the state. All plans aimed at dragging Armenia into a new military provocation will be crushed, and their authors will be punished severely," he wrote.
It should be noted that yesterday, on December 22, the President of Artsakh Samvel Shahramanyan announced that the state institutions of the Republic of Artsakh are not dissolved.
