Baku Has a Unique Opportunity to Integrate the Armenian Population of Artsakh - Kosachov
The Azerbaijani authorities must ensure the full integration of the Armenian population in Artsakh into the country’s political, economic, and social systems, in order to avoid the mistakes made by Georgia, Moldova, and Ukraine. This opinion was expressed by the Deputy Speaker of the Federation Council, Konstantin Kosachov, on his Telegram channel.
“The leadership of Azerbaijan has a unique opportunity to carry out the mission that was completely failed by Georgia, Moldova, and Ukraine in an exceptionally delicate, legal, and transparent manner. After all, the issues faced by these countries have been more humanitarian than territorial in nature,” wrote Kosachov.
He noted that the outcomes have, in all instances, been disastrous for those who prioritize territorial issues over the rights and interests of people. “However, Baku has the opportunity to avoid falling into a similar trap, primarily by ensuring the full integration of the Armenian population of the recently contested area into humanitarian, political, economic, and social dimensions—essentially, completely into Azerbaijan's constitutional framework,” emphasized the Deputy Speaker of the Federation Council.
He highlighted that he is far from advising the Azerbaijani side on how to act in this unusual situation. “Nevertheless, I note that the opportunity is, without exaggeration, historic and its implementation can clearly be positively impactful for Baku’s reputation,” wrote Kosachov. He added that the Azerbaijani parliament should take this process under parliamentary oversight.
