Which Citizens Are Exempt from Mobilization: Russian Defense Ministry Details

The Russian Ministry of Defense reports that a decision has been made to exempt citizens with higher education from military service under partial mobilization in fields pertinent to the financial system and certain high-tech industries.

Specifically, those citizens who work in accredited organizations engaged in information technology are not subject to mobilization. This includes individuals involved in the development, implementation, support, and operation of IT solutions and information infrastructure activities.

The exemption also applies to specialists working in organizations that establish information and communication systems, as well as those associated with them who are the founders or editors of mass media outlets or broadcasters involved in the creation and distribution of media products.

Additionally, citizens working in organizations that ensure the stability of the national payment system and financial market infrastructure, manage bank liquidity, and support cash circulation are not subject to mobilization. The lists of exempt citizens will be determined by the heads of relevant organizations and submitted to the General Staff of the Armed Forces of the Russian Federation in the prescribed manner.
