Points Related to the Artsakh Issue and Armenian-Turkish Relations: Extract from the Document Signed by Pashinyan and Putin

Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin today signed a joint statement consisting of 30 points in Moscow.

Below are the points concerning the Artsakh issue and Armenian-Turkish relations:

24. The leaders exchanged views on the situation in the South Caucasus. Acknowledged the importance of constructive work within the framework of regular meetings of the leaders of Azerbaijan, Armenia, and Russia, and committed to the consistent implementation of the agreements from November 9, 2020, January 11, 2021, and November 26, 2021, for the benefit of regional stability, security, and economic development.

They emphasized the decisive contribution of the Russian peacekeeping contingent in ensuring security in Nagorno-Karabakh and creating favorable and safe living conditions for the population. The urgent need for immediate solutions to humanitarian issues and the necessity of a political-diplomatic approach to resolving the Nagorno-Karabakh conflict were highlighted. In this context, the importance of using the capabilities and experience of the OSCE Minsk Group was affirmed, in accordance with its international mandate.

25. Pashinyan and Putin emphasized the importance of activating the tripartite working group on unblocking all economic ties and transportation routes in the South Caucasus, co-chaired by the Deputy Prime Ministers of Azerbaijan, Armenia, and Russia. The Russian side expressed its readiness to participate in projects for the restoration of railway infrastructure in Armenia, including in Syunik and other regions of the Republic of Armenia.

26. The parties agreed to expedite the establishment of a bilateral commission on border delimitation and security issues around the Armenian-Azerbaijani border, with the assistance of the Russian Federation, in accordance with the tripartite agreements of November 26, 2021.

27. The leaders were united in their assessment of the high utility of communications held with the support of Russia between religious figures and representatives of society from Azerbaijan and Armenia, which contributes to the building of “bridges” between the peoples of the two countries. This practice will continue.

28. The parties agreed to enhance tripartite cooperation between Armenia, Russia, and Azerbaijan to support the regulation of relations and overall stability in the region.

They noted the importance of access and participation for all interested actors, including the International Committee of the Red Cross and specialized agencies of the UN, such as the UN High Commissioner for Refugees and UNESCO, in solving humanitarian issues in the region and providing comprehensive assistance to all in need.

29. Pashinyan and Putin welcomed the process of normalizing Armenian-Turkish relations, initiated with Russian support.

30. The parties noted the successful launch of the “3+3” regional consultative format, which is designed to provide additional opportunities for dialogue and multidimensional cooperation between all countries in the region.

The Prime Minister of the Republic of Armenia and the President of the Russian Federation expressed confidence that the successful negotiations held in Moscow would contribute to the further strengthening of the multifaceted partnership between Armenia and Russia.

Prime Minister Pashinyan expressed gratitude for the warm hospitality shown by President Putin and reiterated his invitation for the Russian leader to visit Yerevan in the second half of 2022, in connection with the session of the Collective Security Council of the CSTO. The invitation was gratefully accepted.
