President of Artsakh Parliament Addresses the People

The President of the Artsakh Parliament, Artur Tovmasyan, has addressed the people of Artsakh:

“Dear compatriots, all fundamental issues concerning the Republic of Artsakh are being decided in the Security Council of the Republic of Artsakh. It is not the case that the responsibility for the current situation falls solely on the country’s president, who is also the chairman of the Security Council, or on the secretary of the Security Council; all members of the Security Council are responsible. We all have the opportunity to conduct an accurate analysis of the situation, and if there are members in the Security Council who disagree, we cannot move forward. Additionally, if there are members of the Security Council who do not agree with the decisions made by the Council, they can withdraw from the composition of the Security Council. Fortunately, that was not the case before the gas pipeline explosion, and it is not the case now.

Artsakh was facing local military operations, and we need to work not only with power but also with wise diplomacy with everyone (the partners from Armenia, Russian peacekeepers, and other structures). It is easy to place the blame on one person and make them a scapegoat. This is not the appropriate time to address that.

In general, the mission of the peacekeepers is an expression of goodwill between the warring parties to prevent the outbreak of new wars. However, the world is undergoing rapid changes; the old world order is being shaken, and a new world order is forming before our eyes. If the factions of the National Assembly of the Republic of Artsakh, regardless of political views, and all members of the Security Council do not coordinate properly, we will be left under the ruins of the old world order.

The recent meetings of the Security Council of the Republic of Artsakh and the latest meeting of the President of the Republic of Artsakh with the President of the Security Council in the National Assembly inspire hope that we are on the right track. God willing, may it continue this way.”
