The Ombudsman of the Republic of Artsakh, Gegham Stepanyan, stated on his Facebook page: "On November 8, at 15:00, the Azerbaijani side opened fire on civilians engaged in construction work on water supply pipelines near the intersection close to the entrance of Shushi city, Republic of Artsakh. As a result, four civilians were injured, one of whom, 22-year-old E.M., has died, while three others (41-year-old S.A., 31-year-old M.G., and 43-year-old D.G.) are receiving medical assistance. The condition of the injured is assessed as moderate by doctors."
"Currently, law enforcement agencies are conducting relevant work to clarify the circumstances of the incident, temporarily halting traffic in the Shushi section of the Stepanakert-Lachin highway. The recorded incident is yet another proof of the Azerbaijani side's anti-Armenian, genocidal, and fascist conduct towards the Armenian people, which we have repeatedly stated since the signing of the trilateral statement. There must be an end to Azerbaijani arbitrariness and impunity, which is possible through establishing clear mechanisms for investigating such criminal actions by the Azerbaijani side against the people of Artsakh and holding the perpetrators accountable."
