Violations at Yerevan Water Users Company Amount to 169 Million Drams
The Republic of Armenia's State Control Service has conducted an investigation at the Yerevan Water Users Company, resulting in the identification of several violations and shortcomings.
These issues were nearly identical to those previously recorded by the service during studies conducted at the Armavir, Ejmiatsin, Artashat, Ararat, and Shenik water users' companies. In other words, the problems at the water users' companies have been systematic in nature.
In total, the violations and deficiencies found at the Yerevan Water Users Company amount to approximately 169,000,000 drams (one hundred sixty-nine million drams). Specifically, the company acquired water necessary for irrigation based on cubic meter calculations, yet the irrigation was carried out based on hectare calculations. Furthermore, false data regarding the productivity of deep wells and pumping stations were entered into the water management system, along with unjustified receivables and calculations that exceeded the planned amounts for salaries and similar payments.
According to data provided by the State Control Service, the volume of water loss from 2014 to 2018 exceeded the maximum acceptable levels by 2,348.9 thousand cubic meters.
The company also made purchases of goods, works, and services using funds received from the State Budget under the grant system, without adhering to the Republic of Armenia's legislation on procurement.
In 2017, due to the reorganization of the merger of Masis and Yerevan Water User Companies, the acceptance certificate lacked the property units that were previously recorded on the balance sheet of the Masis Water Users Company.
The Republic of Armenia's State Control Service informs that the report prepared following the investigation has been sent to the Prosecutor's Office of the Republic of Armenia.
