We Will Publish the New Text of the Constitution: Srbuhi Galyan
"The people have given us a mandate to independently form a government, the people voted in favor of the idea of a real Armenia, the people voted for our electoral program, which includes the adoption of a new Constitution. Although we do not have a constitutional majority, we do have a stable majority," said Justice Minister Srbuhi Galyan during a broadcast on Public Television, responding to a question about how they would put the Constitution to a referendum without a constitutional majority.
"What are we going to do? We will publish the new text of the Constitution, communicate with the public, and gauge the public's assessment and desire to have a new Constitution or not. As a government, we will present the Constitution to the National Assembly, and we will see what path all our deputies choose. We are responsible for the process, and we must do everything possible to ensure that the Constitution is put to a referendum," she noted.
When asked how they would put the Constitution to a referendum without a two-thirds majority, Galyan replied, "It is possible that people will change their opinion when they see that it is a good Constitution. I do not rule anything out. I do not understand those who say that you are changing the Constitution at Aliyev's request. Our desire is to not continue the logic of conflict; our desire is to maintain and cherish the established peace. It is our people's choice to live in a peaceful, safe, and developing state. When we talk about the Declaration of Independence, I understand that it raises emotions among people, but I highly doubt that many have a substantive understanding of what it is about. There are those who think we are deleting the Declaration of Independence from the pages of history, but that is impossible. It is a part of our history; it has proclaimed the creation of our state," she emphasized.
