Hakob Arshakyan Issues a Statement

Hakob Arshakyan announced via a Facebook post that an important phase of his public service is coming to an end. He expressed gratitude to the citizens and colleagues, summarizing the achievements in the fields of road construction, defense industry, high technology, and parliamentary activities, noting that he will continue his activities in the private, educational, and public sectors.

“Dear compatriots, I want to thank you for the trust you have shown over the years. Your support, love, and warmth have given me the strength to move forward at every stage of work and to face seemingly impossible challenges with confidence.

I have always treated the public service and the mandate you provided with great honor and responsibility. During these years full of challenges and opportunities, we dedicated all our efforts with my colleagues to make Armenia a more independent, stronger, and competitive state. Roads are the blood vessels of the state. To restore the dilapidated road network inherited in 2018, unprecedented investments and consistent work were implemented, which allowed us to fundamentally change the functioning that had formed over the years, multiplying both the volumes and qualitative standards of road construction.

Today, we can confidently say that the road network of Armenia serves our citizens, contributes to economic development, and often receives positive feedback from visiting guests.

As a result of investments aimed at creating a self-sufficient and modern production of weapons and ammunition, products and technological solutions are now being developed in Armenia that are not only supplied to the Armenian Armed Forces but are also competitive in the international market and are in demand abroad.

Through persistent work in the defense industry, an industry has formed with an annual turnover of about 150-200 million USD, dozens of production facilities and research centers have been established. This was one of the main strategic objectives set before the Defense Industry Committee of the Ministry of High-Tech Industry, and today it has become a reality thanks to the consistent and dedicated work of the ministry, committee, sector organizations, the Ministry of Defense, and all partners.

The primary goal of establishing the Ministry of High-Tech Industry was also to ensure leapfrog development in the field of advanced technologies. For this purpose, many strategic programs have been developed, implemented, and are still being carried out to this day.

Since 2018, the sector's share in the gross domestic product has jumped from about 1.7% to 7.5%. Approximately 2.5 billion USD in high-tech services and products are exported from Armenia to the USA, EU, Asian, and Arab markets, made possible by the knowledge, creative work, and dedication of about 50,000 highly qualified specialists.

Today, Armenia is considered one of the top five countries in the world for the development of supercomputing capabilities in artificial intelligence. Armenia is also one of the few countries that have the potential to acquire the most advanced technological equipment and tools. This was made possible especially due to skillful foreign policy work—establishing a strategic partnership between Armenia and the United States.

Along with hundreds of other companies, world-leading technology companies such as NVIDIA (market value: 4.86 trillion USD), AMD (about 500 billion USD), Microchip (about 45 billion USD), and Cadence (about 95 billion USD) have entered Armenia. For the first time in the history of Armenia, the country has launched its own artificial satellite for Earth observation and created a satellite control center. These are strategically significant achievements that require continuous development, consistent work, and daily attention to serve the long-term development and security of the Republic of Armenia.

During my parliamentary activities, my primary duty was to remain faithful to the mandate given by our people, to ensure the smooth operation of the National Assembly, and to contribute, together with my colleagues, to the effective functioning of the parliamentary institution. At the core of many complex and sometimes acute political discussions has always been the issue of the independence and sovereignty of the Republic of Armenia. It has been continuously subjected to various internal and external challenges, which has obliged us to defend and strengthen our statehood through consistent and principled work.

On international platforms, parliamentary diplomacy is one of the most important tools for shaping the state's reputation, presenting Armenia's positions, and raising international awareness about the challenges facing our country. The interests and positions of the Republic of Armenia have been consistently advocated in platforms such as the CIS, Inter-Parliamentary Union, ASEAN, Mediterranean countries, and other multilateral parliamentary formats.

Within the framework of bilateral inter-parliamentary relations, I have led important directions of cooperation with Russia, China, and India. As a result of joint efforts, in several cases, we have succeeded in reducing existing tensions, establishing new and effective dialogue platforms, expanding the bilateral parliamentary agenda, organizing official visits, committee meetings, and joint activities of working groups covering political, economic, humanitarian, educational, youth, and cultural cooperation.

Through daily work, together with the President and Vice President of the National Assembly, we have consistently ensured the normal functioning of the parliament, maintaining its effective operation as the country's supreme representative body. The parliament is the main platform of political life in Armenia and, therefore, also one of the main targets for forces hostile to our statehood. It constantly requires responsible treatment, strong institutions, and consistent protection. I wish my parliamentary colleagues strength, resilience, and success in continuing this important mission.

I wish the government of the Republic of Armenia, led by the Prime Minister, success and effective work for the benefit of our state and people. Today, an important phase of my public service is coming to an end. However, I am confident that serving the homeland is not limited to a public office. In the future, I will continue my activities in the private, educational, and public sectors, contributing my knowledge and experience to the scientific and technological advancement of Armenia, the development of innovation, and the strengthening of human capital.

I am convinced that these directions are the crucial prerequisites for our country's long-term security, competitiveness, and welfare. I express special gratitude to all my colleagues in the public administration system, in the National Assembly, in the scientific and professional communities, and to all those with whom I have had the honor to work. Every achievement is a result of collaborative work, and I deeply appreciate everyone's contribution.

Finally, I reiterate my gratitude to the citizens of the Republic of Armenia for their trust, support, and the shared journey. I apologize if I have not been able to fully meet your expectations. Positions are temporary, while the willingness to serve the Republic of Armenia is permanent,” reads the post.
