Report on Talin Mayor's Decisions to be Submitted: Ioannisyans
“Following two days of discussions, we in the 'Independent Observer' alliance have decided that the distribution of social assistance by the Talin community leader, based on our assessment, violates the provisions of the local government law and constitutes a criminal offense under Article 221 of the RA Criminal Code,” wrote Daniel Ioannisyan, program coordinator of the 'Information for Citizens' NGO on his Facebook page.
“Specifically, point 1 of part 11 of Article 10 of the local government law states that monetary assistance (specifically in cash form) cannot be provided by the community administration as social support. Furthermore, Article 221 of the Criminal Code establishes that distributing cash on behalf of or by a party member is prohibited at this stage. Essentially, the decisions of the Talin community leader do not stem from his institutional activities, as they evidently violate the prohibition indicated by the local government law; therefore, in our view, they should be considered within the context of Article 221 of the Criminal Code. A report about the crime will soon be sent to law enforcement agencies.
P.S. I should mention that we received this information from one of the opposition parties before it was disseminated through the media, but the legal discussions indeed took a long time,” Ioannisyan wrote.
