EU's New Demands on Russia
The High Representative of the European Union for Foreign Affairs and Security Policy, Kaia Kallas, has presented a document to member states that includes a package of demands concerning Russia within the framework of the ongoing diplomatic process regarding Ukraine. The United States has taken on a mediating role in the negotiations, according to media reports.
The document states that if Ukraine reduces or reallocates its armed forces, Russia must take equivalent steps without legal recognition of the occupied territories. It also indicates that these areas are subject to demilitarization.
Separately, it emphasizes the need to ensure European security by stopping disinformation, cyberattacks, diversionary actions, airspace violations, and interference in electoral processes.
Among the EU's demands are a ban on the deployment of Russian troops and nuclear weapons in Belarus, Ukraine, Moldova, Georgia, and Armenia, as well as the withdrawal of troops from Abkhazia, South Ossetia, and Transnistria. The document calls for adherence to international law, without amnesty for war crimes, ensuring the entry of international investigators, and prioritizing international obligations.
Additionally, it proposes compensation to Ukraine and European states and companies for environmental damage. Within the framework of domestic demands, issues are raised regarding the conduct of free elections, the release of political prisoners, the return of exiled citizens, media freedom, and the repeal of repressive laws.
