Bonuses as a Legal Requirement: New Bill Passed by the National Assembly
The "National Assembly's 8th Convocation 7th Session" includes a bill titled "Amendments and Additions to the Law on the Remuneration of Persons Holding State Positions and Positions in State Service." This was reported by the "Zhoghovurd" daily.
According to the publication, the bill proposes the following: to implement a performance evaluation-based bonus system for the employees of the State Revenue Committee, taking into account the need to increase the attractiveness and interest in public service, raise the salaries of employees, and prevent staff turnover.
Essentially, according to the proposed bill, receiving bonuses is established as a legally mandated practice, thereby exempting the person who signs the bonus decisions from liability.
It is anticipated that the calculation of bonuses will include provisions stipulating that during the formulation phase, the training or retraining undertaken in accordance with the law will be considered, whereby the employee will already be entitled to receive 30% of the bonus.
Moreover, if an employee possesses a qualification established by the Government and holds other certificates in the tax/customs sector, the requirement for having undergone training or retraining will not be obligatory for them, already qualifying for the receipt of 30% of the bonus.
To summarize briefly, the bill redefines the term "bonus" as "additional payment" and places the obligation on the state, stating that this is what the law prescribes, rather than being arbitrary decisions made by officials,” noted the newspaper.
