Gagik Melkonyan, an MP from the Civil Contract party, stated in an interview with 24News that Samvel Shahramanyan had no right to issue a decree dissolving Artsakh. If he was so bold, he should not have signed it; now he speaks of cancellation. He is not an elected president but has been appointed by eight individuals.

“Shahramanyan has beautifully surrendered Artsakh; now they want to lead Armenia down the same path. They should leave Armenia alone. Let them not be placed in the hero's seat; they signed and dissolved Artsakh. All this is happening as we are heading to sign a peace treaty; Aliyev will say, 'You have dual power, who should I talk to?' When Samvel Babayan said we need to meet with the Baku authorities and discuss, Artsakh's authority refused, placing themselves in the hero's position, but they signed quickly from a light pat on the back and fled, it was a half-day war; they should not have signed,” added Melkonyan.
