Gnel Sanosyan Lacks Mastery of Key Law in His Field: Mesrop Arakelyan
It is not surprising that the ruling party faction in Alaverdi does not grasp the requirements of the local self-government law. However, the fact that the Minister of Territorial Administration possesses such a low level of knowledge is, to say the least, a tragedy.
This was stated by Mesrop Arakelyan, co-founder of the ‘Living Land’ party, on his Facebook page.
“Today, Gnel Sanosyan claims that no law was violated during yesterday's meeting in Alaverdi. The meeting began at 10:00 AM without the presence of the community leader. The leader entered the meeting hall at 10:27 AM, after which he was forcibly removed by police forces,” Arakelyan said.
“According to Paragraph 3 of Article 64 of the local self-government law, it is clearly stipulated that if the community leader or their deputy is not present within half an hour, a record of the chairperson's absence must be drawn up and signed by the members present at the council meeting. After that, the oldest member present at the council meeting must conduct the session.”
This means that council members were obligated to wait for half an hour before starting the meeting. I do not think that Gnel Sanosyan is lying; rather, the minister simply does not understand the key law in his field,” Arakelyan wrote.
