The Analyst's Claim About the First President is Absolute Nonsense: Ter-Petrosyan's Spokesperson
The spokesperson of the Armenian National Congress, Arman Musinyan, writes on his Facebook page: “Analyst Hrant Ter-Abrahamyan stated yesterday the following: ‘As early as 1997, the President of Armenia demanded that Russian troops be present, and that international forces not be deployed,’ referring to the composition of peacekeepers in the conflict zone (1in.am, 12.02.2023).
In this regard, I find it necessary to announce the following: In the negotiations for the resolution of the Nagorno-Karabakh issue in 1997, both in the Package and Stage versions, which were officially agreed upon by Armenia, represented by President Ter-Petrosyan, it is explicitly recorded that following the withdrawal of troops, international peacekeeping forces would be deployed in the conflict zone—a principle that was, by the way, confirmed at the Budapest Summit in 1994.
Therefore, Hrant Ter-Abrahamyan's aforementioned claim is absolute nonsense. I hope that he will not mislead the public on such important and sensitive issues anymore. As for the other falsehoods expressed by Ter-Abrahamyan during the report, I do not find it necessary to address them.”
