US Embassy Comments on the So-Called 'Washington Document'

The US Embassy in Armenia has addressed the so-called 'Washington Document'. In a response to a query from Civic.am, the embassy specifically noted:

“During the Q&A session between the National Assembly and the Government, MP Gegham Manukyan from the 'Armenia' faction stated that a 'Washington version' of a peace treaty between Armenia and Azerbaijan is circulating online and provided some quotes from it. During a discussion at the Valdai Club, Russian President Vladimir Putin also mentioned this so-called 'Washington Agreement' concerning the normalization of relations between Armenia and Azerbaijan.

“If the Armenian people and the current leadership of Armenia believe they should choose a specific version of the peace treaty, the so-called Washington agreement, which, as far as I understand, involves recognizing Azerbaijan's sovereignty over Nagorno-Karabakh—then so be it. Well, if Armenia thinks so,” said Putin.

We request clarification on whether the statements made by MP Gegham Manukyan and Russian President Vladimir Putin regarding the document referred to as the 'Washington agreement' are correct. We ask you to confirm or deny the existence of such an agreement. If such an agreement indeed exists, we request that you provide it or disclose its content, specifically noting what points are included in this alleged agreement.”

In the response received from the US Embassy's press service, it was stated: “While refraining from commenting on the content or discussing private diplomatic communications, we would like to emphasize that decisions regarding approaches related to the negotiation process are up to Armenia and Azerbaijan. Our position has been and remains the encouragement of meetings between the leaders of both sides in any format that is most beneficial for them, aiming for a comprehensive peace process that is advantageous for the region and its peoples.”
