Key Changes to the Constitution of Artsakh
The newspaper "HayKakan Jamanak" reports that the constitutional reform commission of Artsakh has completed discussions on the proposals presented by the conceptual committee and has reached a consensus that a draft of the constitutional reforms will be ready in the next two weeks. Following this, discussions will be held chapter by chapter, and in 1-2 months, the draft will be presented for public discussion.
A source within the commission stated that the key changes relate to the form of state governance, transitioning from the current super-presidential system to the former semi-presidential system, with corresponding adjustments. It is expected that the position of Prime Minister will be established, and the government program will be approved by the National Assembly (NA). The NA will have the power to express no confidence in the government program, whereas currently, the program is simply acknowledged.
According to our source, it will also be enshrined in the transitional provisions of the Constitution that parliamentary elections will take place in 2023, and presidential snap elections will be held in 2024.
