Putin, Lavrov, Medvedev and 98 Other Officials Sanctioned

Sanctions have been imposed for the first time on Putin and Lavrov. The President of the Russian Federation and the head of the Ministry of Foreign Affairs, along with 98 other officials, as well as representatives of the Belarusian army command, have been included in the EU's blacklist. Their entry into the EU is not prohibited, but if their assets are discovered, they will be frozen.

The blacklist also includes Prime Minister Mikhail Mishustin, Deputy Secretary of the Security Council of the Russian Federation Dmitry Medvedev (former president), and Minister of Internal Affairs Vladimir Kolokoltsev.

Strict financial and technological restrictions have been imposed on 64 key entities in Russia, including the presidential administration, the Ministry of Defense, the Foreign Intelligence Service, as well as companies in Russia's military-industrial complex, energy, aircraft manufacturing, and financial sectors. Their access to capital markets and any kind of financial services, technical support, and trade involving military or dual-use goods and technologies, as well as oil extraction technologies and equipment, has been restricted.

The export of high-tech products, particularly communication systems, electronics, semiconductors, and aviation and space components to Russia is prohibited.

As of April 12, 2022, the access of the government, the Central Bank of Russia, and several commercial banks to the European capital market will be closed.
