“To discuss the cold, one must first freeze, and afterwards, discuss. In that emotional situation, I don't think it's possible,” the Prime Minister said. He noted that the processes occurred very quickly due to certain circumstances and under conditions where the Armed Forces General Staff and the political leadership of Artsakh had stated that it was urgently necessary to stop this process.
