Construction Volume in Armenia Grows by 24.5%, Reaching AMD 282.2 Billion

The Chairman of the Committee of Urban Development, Eghi Azer Vardanyan, has sent a congratulatory message on the occasion of Builder's Day and the 30th anniversary of the Union of Builders of Armenia.

In the message, he stated, “Dear builders, esteemed colleagues, I warmly congratulate all of us on the double celebration of Builder's Day and the 30th anniversary of the Union of Builders of Armenia. Established during a challenging period for the newly independent Republic of Armenia, the Union of Builders today serves as a platform for voicing industry issues, professional discussions, and collaborative efforts. I particularly congratulate all members of the union, its leadership, and all dedicated individuals who were at the forefront of its establishment.”

The construction sector continues to be a leader in the economic activity index of Armenia. According to data for the first half of 2026, construction has increased by 24.5% compared to the same months in 2025, amounting to AMD 282.2 billion. Additionally, the tax revenues paid to the state budget from the construction sector have also risen, totaling AMD 126.4 billion in the first half of 2026, an increase of 22% compared to the same months in 2025.

“Thank you for your diligent and conscious approach. The success of every builder is our sector's success,” he added. “Pessimistic forecasts suggesting that the construction sector would face a downturn, sales would decline, or large-scale government programs such as '300 schools, 500 kindergartens' would fail, have not only been proven wrong but the actual results have exceeded expectations. These programs will not only be fully implemented but a new phase of school construction has already commenced.”

He emphasized that through joint efforts, important infrastructure projects, including sports and healthcare facilities, roads, tunnels, bridges, and others, which improve the quality of life for our populace, have been initiated and will continue.

The main requirement for builders remains to execute construction with quality and within the set deadlines. Continuous skill improvement is another expectation. The government is committed to developing mechanisms that enhance the operational field. The Committee of Urban Development has significantly expedited and simplified the processes for obtaining authorization documents from project initiation to completion. For multi-unit complexes, a phased approach to obtaining completion documents has been established. Soon, we will achieve the automated receipt of completion certificates.

The rating of industry players has begun, and a new pricing policy for construction has been approved. Emphasizing the importance of sustainable and green construction, the Committee has established a list of international certification systems whose voluntary implementation will be encouraged in the near future through clear mechanisms.

A priority will be to raise the standards of technical supervision using digital systems. Other priority directions include the renovation of housing stock and the adoption of legislation regulating construction activities, developed in collaboration with several state institutions and the Armenian Association of Developers. The Committee of Urban Development has adopted a clear path for industry reform, which I hope we will navigate together with you.
