Government Rejects Vahe Enfiadzhyan's Proposal
The government did not approve the legislative initiative of Vahe Enfiadzhyan, a member of the Prosperous Armenia Party (BHK) faction and Vice Speaker of the National Assembly, which proposed an amendment to the constitutional law "Regulations of the National Assembly." This change would allow the inclusion of vice speakers of the National Assembly among those authorized to call parliamentary hearings.
Additionally, the draft proposed that the faction should invite not just one but two hearings during each regular session. According to the justification submitted with the draft, its adoption is necessitated by the need to ensure balance in the National Assembly. The ruling power represented by the President of the National Assembly and two vice presidents can initiate parliamentary hearings based on the President's decision; however, the vice president nominated from the opposition faction does not have such capabilities.
The necessity for holding two hearings arises from numerous social issues identified during citizen receptions organized by factions, which serve as a basis for broad public discussion and ultimately legislative reforms.
Under the current regulations, parliamentary hearings can be called by the President of the National Assembly, permanent committees, or the faction concerning issues related to the draft proposed by a member of that faction.
