The Concept of 'Thief in Law' Defined, Campaign Against Them Launched: Badasyan
To combat individuals at the highest ranks of the criminal hierarchy, we have developed a strategy that involves patiently taking incremental steps against them. This was stated by Justice Minister Rustam Badasyan during a conversation with journalists.
When asked if there are currently 'thieves in law' and criminal authorities in penitentiary institutions and whether their influence has been eliminated, Badasyan said, 'Yes, there are such individuals. To be honest, their influence is not entirely eradicated; however, practical steps have been taken.'
He noted that there are deep-rooted issues within the correctional system. 'We have repeatedly stated that such institutions exist and that they exert influence within prisons. We have also indicated that we have practically taken steps to ensure that only the rule of law prevails in the penitentiaries,' he emphasized.
Regarding whether the minister recalls an incident where fireworks were thrown in the 'Nubarashen' prison or any similar large-scale disturbances that might be attributed to legislation against criminal authorities, Badasyan indicated that it seems like they are discussing an ongoing process. 'Disturbances have occurred; they have been suppressed, and currently, there are no preconditions for new disturbances to begin.'
As for how individuals at the highest levels of the criminal hierarchy, or as they are commonly referred to, 'thieves in law,' are identified, Badasyan assured that it is done through criminal cases. 'That is, law enforcement agencies must gather evidence that will either confirm or refute the described act in the disposition. If we take into consideration that it is not possible to determine this in practice—no, the international experience might also be referenced, as it has been applied in various countries.'
He noted that a fairly complex evidentiary base is required; however, the concept of high-ranking individuals in the criminal hierarchy has been defined.
