No part of the Constitution text has been removed because we are writing a new Constitution. We haven’t taken the Constitution and deleted some sections or added others; rather, we have taken a blank sheet and started writing the text of a new Constitution. This was stated by Arusyak Julhakyan, a member of the National Assembly from the ‘Civil Contract’ faction, during the assembly's session on August 11, in response to a question from the leader of the ‘Armenia’ faction, Anna Grigoryan, regarding whether the reference to the Declaration of Independence has been removed from the Constitution text.

“Does the preamble, which is supposed to be in the draft, contain a reference to the Declaration of Independence? No, and it should not contain one. Aliyev has nothing to do with it, no matter how much you discuss it or exploit the topic,” she stated.

Addressing the comment that the text of the new Constitution should be released by March 2026, but it has not yet been published, Julhakyan responded that discussions are still needed, including within the team.

According to Julhakyan, as soon as they feel that the complete text of the Constitution is ready to be presented to the public as a finished draft, it will be offered, discussions will begin, and relevant proposals will be accepted, based on which changes will be made, and then it will be published.

“A deadline has been set for the publication by the end of the year, and we will adhere to that timeline,” Julhakyan announced.
