NATO Countries Reduce Funding for Arms Purchases for Ukraine

NATO countries have allocated $6.3 billion for military assistance to Ukraine during the first year of the PURL (Ukrainian Priority Needs List) program. This was reported by TASS.

The program allows Kyiv to receive, among other things, missiles for Patriot air defense systems. According to Ukrainian estimates, the program requires between $12 billion to $18 billion annually, translating to $1 billion to $1.5 billion each month. Thus, the actual funds allocated are evaluated to be two to three times less than the annual demand.

The PURL program was initiated on July 14, 2025, by U.S. President Donald Trump and NATO Secretary-General Mark Rutte. It enables NATO allies to purchase weapons from U.S. stockpiles for Ukraine. In addition to European countries, Canada, Australia, and Japan are also participating in the program.

The largest contributions from European countries have come from Norway ($1.26 billion), the Netherlands ($1.16 billion), and Germany ($900 million). The United Kingdom has allocated $205 million.

France and Italy have not participated in the program, choosing not to finance foreign arms purchases. According to sources, financial contributions from PURL participants have decreased in 2026. From July to December 2025, they totaled $4.8 billion, while from January to July 2026, they were about $2 billion.
