Scandalous Documents Related to Narek Karapetyan: 'Power'
In the heat of the election campaign, the Investigative Committee has initiated a criminal case against Narek Karapetyan, the first candidate of the "Strong Armenia" alliance, accusing him of deliberately concealing his status as a Russian citizen. According to the Investigative Committee, he intentionally hid information about holding foreign citizenship, which would hinder obtaining the status of a public official.
However, exclusive documents in the possession of the 'Power' media outlet indicate that Narek Karapetyan has never been a citizen of the Russian Federation. Specifically, records from 2020 of the Russian Federation's Federal Customs Service show that Narek Karapetyan was registered as a citizen of Armenia in that year, whereas a screenshot published by 'Insider' claims he was a Russian citizen already in 2020.
Moreover, data from the Russian Rosreestr for 2024 again list him as a citizen of Armenia. According to Article 62 of the Constitution of the Russian Federation and Federal Law No. 138 on Russian Citizenship, a Russian citizen is recognized in Russia solely as a citizen of the Russian Federation, regardless of possession of other passports. This means that if a person has obtained citizenship of the Russian Federation, they cannot act as a foreign citizen in legal relations and particularly in property transactions.
In simpler terms, if Narek Karapetyan were indeed a Russian citizen, both the Federal Customs Service and Rosreestr would have shown him as a citizen of the Russian Federation rather than Armenia.
