The National Security Service Will Gain Autonomous Authority for Phone Call Monitoring
During a session of the parliamentary committee, a positive conclusion was reached regarding the legislative package proposing amendments to the law on "External Intelligence Activities and the External Intelligence Service." Kristine Grigoryan, the head of the RA External Intelligence Service, stated that the amendments are based on the organization’s experience in its early years and aim to enhance operational efficiency.
According to Grigoryan, practical applications of the law adopted in 2022 and the service established in 2023 have demonstrated the need for improvement in certain regulations. The proposed changes clarify the grounds for the appointment and transfer of personnel, aligning them with public service sector legislation. It also establishes the possibility of parental leave and clarifies the rules for carrying and safeguarding arms and special means.
The draft revises the procedure for forming a personnel reserve, expands the types of incentives, and allows for the early removal of disciplinary sanctions. It is stipulated that only citizens of the Republic of Armenia can occupy the positions of head of service and deputies. Additionally, mechanisms for professional retraining are envisaged, including reimbursement claims in the event of early departure after state-funded training.
Among the significant changes is the transition from military ranks to class degrees within the hierarchical system and the clarification of social guarantees, which includes safety in residential areas, compensation for property damage, and a one-time benefit for long-term service. Furthermore, from January 1, 2028, the service will be granted the right to independently implement measures for phone communication monitoring.
Kristine Grigoryan has proposed that the package be discussed in a 24-hour regime. The committee has given a positive conclusion to the draft.
