Bayramov Says Armenia Was Aware of Azerbaijan's Actions in September
During a meeting in Skopje with OSCE Secretary General Helga Schmidt, Azerbaijani Foreign Minister Jeyhun Bayramov stated that Armenia was informed about the "anti-terrorist measures" (Azerbaijan's massive military aggression against Artsakh) undertaken by Azerbaijan within 24 hours in September of this year. These actions were taken in light of Armenia's failure to withdraw its armed forces from what Bayramov referred to as "Azerbaijani territory."
Bayramov emphasized that "the responsibility for the departure of the Armenian population from Karabakh lies with the Armenian authorities." He went on to say, "During this process, no cases of violence against any civilians have been recorded, which, among other issues, has been confirmed by representatives of international organizations. The Armenian population left 'our territory,' and the responsibility lies with the Armenian authorities and the 'separatist regime' they control."
