What Samvel Babayan Said in the Meeting: "Hraparak"
According to the "Hraparak" newspaper, Samvel Babayan, the secretary of the Security Council of Artsakh, was invited to a meeting of the commission investigating the circumstances of the 44-day war, where he expressed his desire to appear. He spoke for nearly three hours, providing testimony against Samvel Shahramanyan, and attempted to convince members of the ruling party that Shahramanyan has orchestrated a planned regime change in Artsakh through the former presidents and the Dashnak party, suggesting that it should be handed over, and eventually a change of power should also take place in Armenia.
However, it was agreed that details of the meeting would not be disclosed. After the meeting, during a brief conversation with reporters, Babayan's negative attitude towards Shahramanyan was evident. He stated that the latter calls Baku daily to discuss and negotiate the issue of the return of the Armenians. He mentioned that he had heard this from the deputies who were told this by Shahramanyan himself, yet deputy Metakse Hakobyan denied that claim in a conversation with us: "I assure you that the President of Artsakh did not say anything like that to us; this is the first time I'm hearing that this supposedly happened. I do not want to claim that Samvel Babayan is lying, because if it were true, there wouldn't be an issue of denial; it would be completely normal for the President of Artsakh to engage in any processes that would allow people to return to their homes."
Hakobyan added, "In this situation, they are trying to divide the people of Artsakh; all of that individual's actions over the last three years have been aimed precisely at that."
