Arsen Torosyan: 'I Sent an Inquiry to the Attorney General Regarding the Case of Child Abuse in Gavar'
Recently, in connection with the case of child abuse in the city of Gavar, I sent an inquiry to the Attorney General, and I have received a response from the Investigative Committee. Due to the high importance of public accountability and the issue's significance for individuals and society, I find it necessary to share those letters with you. This was announced by MP Arsen Torosyan on his Facebook page.
"I kindly ask you to clarify whether the issue of public officials failing to fulfill their duties, which led to such severe consequences, has become the subject of investigation, given that, according to widespread reports, a case of sexual violence against the same child has already been recorded in that family. Specifically, has an investigation been launched, and has a legal assessment been made regarding the actions or inactions of the corresponding municipal administration, social protection services, and police officers? Are there any accused individuals in this regard or not? If the aforementioned concerns have not been subject to investigation, please clarify why, since it is essentially the state’s obligation not only to uncover already occurred domestic or sexual violence but also to prevent them, especially when the risk is already high in vulnerable families," wrote the MP.
And the response in this regard is as follows: "Immediate investigative actions are being carried out within the framework of the criminal proceedings, and a comprehensive and impartial preliminary investigation is underway, including on the circumstances mentioned in your inquiry." Without intervening in the preliminary investigation, I personally, and I believe many others, expect answers to the questions I have raised so that public agencies also feel their responsibility and effectively prevent such cases.
