The Presidential Institute and Parliament Have Become 'Siamese Twins': They Must Be Separated, Says Davit Babayan
Constitutional changes in Artsakh are absolutely necessary; without such changes, the country could find itself in a disastrous situation. This was stated by Davit Babayan, an advisor to the President of the Republic of Artsakh, on his Facebook page.
“We must separate the presidential institution from the parliament, which has effectively become 'Siamese twins' since the constitutional reforms of 2017. However, the timing of these reforms is crucial. Haste and emotional responses are very dangerous. We need a responsible, comprehensive, and wise approach,” Babayan wrote.
