The Deputy Mayor of Yerevan, Tigran Avinyan, addressed the city council meeting regarding a draft decision to amend the Yerevan City Council's decision No. 1-N from June 18, 2009. The proposal suggests including the following point in the decision: 'The issues included in the agenda project are designated by the mayor as reportable or non-reportable, depending on the necessity of discussing the issue.'
According to Tigran Avinyan, Yerevan City Council meetings are not comparable to those of the RA government, where there are also non-reportable issues. 'In the government, there is no opposition as such; the council logically will have an opposition. And, God forbid, if such a government is formed tomorrow that dark forces return, wanting to avoid public discussions and conceal things with non-reportable issues, the opposition always has the opportunity to raise that question and create more noise regarding the issue than if the question was reportable from the outset.'
