The situation at the city hall escalated, first the loudspeakers were turned off, then a break was announced.

"This project cannot be voted on; the Legal Department has not even reviewed it, which it was obliged to do, because the legal aspect of the charters must also be considered," said Ani Khachatryan, a member of the Council of Elders from the 'Luminous' faction, addressing the project regarding the reorganization, renaming, and approval of new charters for several municipal non-profit organizations in Yerevan.
