Arayik Harutyunyan Makes Final Decision: 'Haykakan Jamanak'
The newspaper 'Haykakan Jamanak' reports: Artsakh President Arayik Harutyunyan announced back in January during a party meeting that he would not run in the next elections. It turns out that this decision is final; he has decided not to run for the presidency again. Currently, work is being done in Artsakh on constitutional reforms. They aim to incorporate mechanisms into the Constitution to ensure that the country does not remain leaderless in case there is no president. There are concerns that one day they might 'devour' the head of state, leaving the state itself 'without a head.'
They want to establish mechanisms for the transfer of power within the Artsakh Constitution. As for the future president, parliamentary elections will initially be held in early 2023, which will determine which political force enjoys the confidence of the population, followed by the elections for the new president. The political forces that gain a majority in the parliament will naturally nominate a president in agreement with Russia.
Currently, the Armenian Revolutionary Federation, individuals and forces connected to former presidents, and Harutyunyan's 'Free Homeland' are considered significant players in Artsakh. However, there is still considerable time before the elections for new arrangements to take shape.
