This was stated by Iranologist Vardan Voskanian on his Facebook page, commenting on the Iranian decision to establish a consulate in the city of Kapan.

He noted, “The opening of our consulate in Tabriz, the center of Azerbaijan, will also be seen as an important step towards strengthening Armenia-Iran relations, and it will send a clear signal to the dictator in Baku.”
