Foreign Minister Claims Unawareness of Memorandum, Prime Minister Yet to Respond: Abrahamyan
The head of the "Henaket" analytical center and former security advisor to the President of Artsakh, Tigran Abrahamyan, has published a photograph of a document on his Facebook page, which, according to information circulating on the internet, is another agreement signed between Armenia and Azerbaijan.
Abrahamyan’s post states: "Even the text of the memorandum signed between Armenia, Azerbaijan, and the Russian Federation has been published and circulated online; however, the Armenian Foreign Minister announced that he is unaware of this memorandum, while the Prime Minister has not yet responded to it. The leaders of the communities in Kapan and Meghri have informed the media that they have also heard about such a memorandum; former Prime Minister Grant Bagratyan had mentioned it earlier. Meanwhile, Deputy Prime Minister Avinyan spoke about this agreement yesterday, trying to avoid using the term 'memorandum.' The Armenian authorities are evidently involved in a secret process with Azerbaijan, the latest example being this leaked memorandum, which Nikol Pashinyan and his team have essentially kept hidden from the public.
The first point of this memorandum reportedly transfers parts of Sanasar (previously part of Qubatly) and Kovsakan (Zangelan) to Azerbaijan, areas that were not supposed to be handed over to Azerbaijan according to the November 10 trilateral statement; however, later, Pashinyan reportedly 'corrected his mistake' and made the decision to transfer the territories secretly. The document also addresses issues related to the Goris-Kapan highway.
Strangely, the leaders of the security agencies who are aware of this information have neither taken necessary actions nor submitted resignations voluntarily. How can all this be tolerated?
Attached is the text of the memorandum circulating on the internet, which, as I said, has not been denied by the authorities. It is a profound crisis of self-respect, dignity, and humanity.
