Under What Circumstances Drivers Can Lose Their Driving License

"Joghout" newspaper writes: "Starting from January 1, a significant change is expected for drivers: a point system for regulating road traffic rules will be implemented, which has caused quite a stir among citizens. This is precisely why the author of the legislative package, Armenian National Assembly member Armen Khachatryan of the "My Step" faction, plans to have discussions with interested parties in the parliament on December 23.

Furthermore, it is worth noting that after the adoption of the draft law on amendments to the "State Duty Law," the NGO "Driver's Company" has appealed to Armenian President Armen Sarkissian, asking him to refer the matter to the Constitutional Court to determine whether the adopted law complies with the Constitution.

It should be mentioned that with this amendment, citizens will have to pay a state duty of 4,000 drams to contest a fine issued by the Traffic Police. The changes will come into force on January 1, and the amendments to the "Administrative Violations Law" stipulate that drivers will receive 9 points for one year, and penalty points will be deducted for violations committed within that year. If a driver uses up all 9 points, they will lose the right to drive for half a year, after which they will be granted another 9 points.

If a driver exhausts the 9 points a second time, their driving license will be revoked for one year, after which they will have to pass an exam to regain their driving rights.

For instance, if a driver obscures one or more digits of their vehicle's license plate, they will lose 1 point; violating intersection rules will result in a loss of 2 points, and breaking pedestrian crossing rules will lead to a loss of 1 point. However, this is only a small part of the possible violations. Of course, there may be significant changes, but public awareness needs to be raised regarding these modifications."
