Hayk Marutyan Circumvents Superiors in Decision Making
The newspaper "Joghvorud" reports that during its meeting on August 8 of this year, the Executive adopted a decision recognizing the Ministry of Territorial Administration and Infrastructure as the empowered body for organizing waste collection and sanitary cleaning in Armenian communities. It was expected that Yerevan's Mayor Hayk Marutyan would discuss this issue with the Ministry, which is considered his superior, before unilaterally terminating the contract with Sanitek.
However, Mayor Marutyan took the initiative to dissolve the contract with Sanitek entirely on his own, bypassing the Ministry of Territorial Administration and Infrastructure.
The newspaper inquired with the city hall whether the decision to terminate the contract with Sanitek had been discussed with the Ministry. The city hall informed us that the recognition of the Ministry of Territorial Administration and Infrastructure as the empowered body does not imply that the city council must consult with the Ministry regarding the decision to terminate the contract with Sanitek. Furthermore, according to the clarification from the city hall, there were no discussions with the Ministry when signing contracts for waste collection and sanitary cleaning with Sanitek either. In simpler terms, the municipal authorities argue that they were not obliged to discuss the matter with the Ministry.
Nevertheless, it became known to the newspaper that the Ministry of Territorial Administration and Infrastructure does not welcome the Mayor's unilateralism on this issue. This implies that in making this pivotal decision, Hayk Marutyan has simply bypassed his superiors.
